Shanghai residents can now call "12319" to voice complaints about the city's management problems as the annual 24-hour summer hotline opened at 8am today, the Shanghai Construction and Transport Commission said.

The hotline, only in Chinese, is designed to offer a platform for residents to complain about construction, public transport, electricity, water supplies and housing.

It is the 16th time the city government opened this hotline, the commission said.

Almost all major government departments will be responsible for the hotline.

In the first nine days, each department will send one official per day to listen to the callers while another will be sent to solve people's problems on site.

A total of 49 undergraduates, high school students and white-collar workers from two local firms will act as hotline volunteers, according to organizers.

Citizens are also encouraged to e-mail videos that may demonstrate their problem or write to xwrx@wxjt.com.cn.
